Wholesale or third-party Internet access (TPIA) providers, such as Primus Canada or Teksavvy, lease internet capacity from Bell and other telcos and resell Internet services to consumers, typically at rates and service levels superior to the phone companies. The federal regulators decision means that starting in March, third-party Internet access providers will be required to cap internet usage for consumers in Ontario at 25GB. The regulator has set the cap in Quebec at 60GB. Beyond the provincial cap, the government is now forcing TPIA providers in to charge internet users a Usage Based premium for any usage beyond the 25GB cap. Beginning March 1st, TPIA customers who exceed their cap will be required to pay $2.00/GB to a maximum of $60.00/month for any additional usage up to 300 GB per month. Usage in excess of 300GB per month will be charged a further $1.10/GB. Usage plans where consumers can purchase blocks of additional date will be offered. The current rate will $5/month for an additional 40GB. This will only mean more expensive internets. Dunno what Eastlink's status on it would be though. |

well eastlink may not have a choice. If they ask Eastlink to fork over usage stats they will charge eastlink and they will have to choice but to bill the customer to get the revenue. |

The whole thing is with UBB is: If someone like Bell has a wholesale customer that resells to smaller communities, and they decide to implement UBB to them, then they implement UBB to every single individual entity. In the past the wholesalers were able to offer a lower price than someone like Bell, because Bell is a bunch of moneygrubbing jackwagons. This would quite possibly be the best thing to ever happen to Eastlink and other companies large enough to not have Bell, Rogers or Shaw as a backbone to rent from. The sh!t hits fan on March 1st. If your internet bills doubles, and you didn't leave Rogers (60GB cap), Shaw (100GB for extreme) or Bell/Telus (25GB cap) for a company like Eastlink, it's your own stupid fault. 25GB is laughable. Youtube, Netflix, VOIP and Steam live and die by the ability of users to download craploads of data. |

the reasoning behind the ridiculously low caps is to discourage the use of VOIP, youtube, Netflix and other such services. These free/cheap services are in direct competition to digital cable and home phone services. Why pay $150/month for phone/internet/tv when you can get everything over just the internet for $50/month or cheaper? This is what Bell/Rogers/Shaw don't want you doing. These companies also make money from the content they provide on their over-priced services. By limiting your available content to that which they create/own they are securing themselves more profit. |

I would have opted in for extreme 30 but 10$ a month for higher bandwidth and identical latency isn't appealing. http://www.cbc.ca/canada/nova-scotia/story/2011/02/02/ns-usage-based-billing.html So neither Eastlink or Bell Aliant have any plans to implement UBB. I'm sure Bell Aliant isn't doing UBB because Eastlink isn't. They'd have a customer revolt! It's nice to be the only province that hasn't lost it's mind on this issue. |
